It was set up so that a two house legislative body would make law and the president would, as the executive, insure that the law was upheld as the legislature enacted. The president was never a king, dictator, or had full and complete authority. For that is what is given to Kings and dictators. Dictators like DJT's friend Vladmir Putin and his idol Adolf Hitler.
